Creates filing fees for domestic partnerships ($2 base fee plus $25 for Domestic Violence Trust Fund, $7.50 for Displaced Homemaker Trust Fund, $25 for General Revenue Fund, and $4 for health records maintenance) with allowance for installment payments.

Extends marriage-equivalent legal rights and responsibilities to domestic partners regarding in-laws, child custody, inheritance, hospital visitation, and other state law privileges, while excluding federal tax and employee benefit plan implications.

Requires domestic partners to meet eligibility requirements including no existing marriage or partnership, proper age and capacity, and includes penalties up to first-degree misdemeanor for providing false information on registration forms.

Amends voter registration, vital records, domestic violence, and tax statutes to recognize domestic partnerships alongside marriage, while protecting religious institutions' freedom to determine their own marriage/blessing policies.
