Creates section 775.0876, Florida Statutes, to reclassify criminal offenses committed "under color of law" by persons acting based on public authority or position.

Establishes a progressive reclassification scheme that increases penalties one level: misdemeanor of the second degree becomes first degree; first degree misdemeanor becomes third degree felony; third degree felony becomes second degree felony; second degree felony becomes first degree felony; first degree felony becomes life felony.

Requires felony offenses reclassified under this section to be ranked one level above their standard ranking under Florida's sentencing guidelines for chapter 921.

Exempts offenses where "under color of law" conduct is already a necessary element of the underlying misdemeanor or felony from reclassification.

Takes effect July 1, 2010.
