Proposes creation of Section 28 of Article X of the Florida State Constitution requiring members of governing boards with millage rate authority to be elected by voters of the affected jurisdiction.

Legislature must implement the constitutional amendment through general law in the next regular legislative session following voter approval, effective July 1 of that year.

Legislature may adopt a phase-in schedule to allow special district charters to be updated before full implementation.

Full transition to elected governing boards must be completed by January 1, 2013.

Requires submission to Florida voters for approval at the next general election or an earlier special election authorized by law.
