Requires public-private partnership proposals for transportation facilities to include a business case prepared under section 287.0574 and submitted to the Council on Efficient Government to demonstrate the project is in the public's best interest.

Eliminates the authorization for the Department of Transportation to lease existing toll facilities through public-private partnerships, with the exception of the Florida Turnpike System.

Maintains department authority to develop new toll facilities or increase capacity on existing toll facilities through public-private partnerships with proper operation and maintenance standards.

Requires private entities to provide investment-grade traffic and revenue studies, finance plans with cost analysis and internal rate of return projections, and cash flow analysis for the agreement term.

Takes effect July 1, 2010.
