Increases construction cost thresholds for university "continuing contracts" from $1 million to $2 million and from $100,000 to $200,000 for study activity fees under s. 1001.74.

Authorizes university boards of trustees to establish a renewable energy fee (capped at $1 per credit hour initially) if approved by majority student vote through referendum, with fees used exclusively for renewable energy technologies and efficiency improvements.

Establishes a renewable energy fee committee with up to 12 members (half appointed by student body president, half by university president) to determine how fee revenue is spent, with fees excluded from financial aid awards.

Requires student government to conduct a referendum after 3 years to determine whether to continue the renewable energy fee, and prohibits reestablishment within 1 year if discontinued.

Increases the cost threshold for replacing minor facilities from $1 million to $2 million in s. 1013.64 and makes conforming technical changes to cross-references throughout the statutes.
