Local governments are prohibited from restricting blood establishment access to public facilities or infrastructure for volunteer blood donation collection based on whether the organization is for-profit or not-for-profit.

Blood establishments are prohibited from basing the price of blood or blood components from volunteer donors solely on whether the purchasing hospital or health care provider is for-profit or not-for-profit.

Blood establishments that qualify as health care entities are excluded from wholesale drug distribution regulations when distributing drugs for bleeding/clotting disorders, blood collection containers, blood derivatives, or drugs necessary for blood collection and donor/patient care.

Registered blood establishments operating under federal regulations (21 C.F.R. parts 211 and 660-640) are exempted from obtaining a prescription drug manufacturer permit or registering products for the specific drugs they manufacture.
