Repeals section 5 of chapter 2008-225, Laws of Florida, and removes the automatic repeal date for the Interstate Compact on Educational Opportunity for Military Children provisions (ss. 1000.36-1000.39, F.S.).

Deletes provisions requiring the Interstate Commission to establish bylaws for public disclosure of information and records, and removes requirements for open meetings with specific closure procedures.

Implements the full Interstate Compact on Educational Opportunity for Military Children, establishing procedures for enrollment, course placement, graduation requirements, and extracurricular activities for children of active-duty military members and certain veterans.

Creates the Interstate Commission on Educational Opportunity for Military Children as a governing body with voting representatives (compact commissioners) from each member state to adopt rules, collect data, resolve disputes, and enforce compact compliance.

Subjects the compact to future legislative review every 3 years, with repeal possible unless the Legislature reenacts the provisions to save them from automatic repeal.
