Establishes the Florida Civil Rights Hall of Fame to recognize and honor persons who have made significant contributions as leaders in the struggle for equality and justice in Florida.

Locates the Hall of Fame in an appropriate public area of the Capitol Building, with the Department of Management Services responsible for setting aside space and consulting with the Florida Commission on Human Relations on design and theme.

Florida Commission on Human Relations annually accepts nominations and recommends 10 persons from which the Governor selects up to three members; nominees must be at least 18 years old, born in or adopted Florida as their home state, and demonstrated exemplary leadership in civil rights.

Each selected member receives a designation in the Hall of Fame providing information about their contributions and vital biographical information.

Florida Commission on Human Relations bears costs associated with the Hall of Fame operations, while the Department of Management Services covers normal operational costs, repairs, and maintenance of the designated public area; effective July 1, 2010.
