Creates section 350.122, F.S. requiring persons offering testimony before the Public Service Commission to disclose any financial or fiduciary relationships with public utilities.

Disclosure requirements include charitable contributions from utilities to the testifier's organization, governance positions held by utility employees within the organization, and gifts received from utilities or their affiliates.

Disclosures must be filed in writing with the PSC clerk's office and the Public Counsel's office before testimony is provided.

Persons who knowingly violate disclosure requirements are prohibited from testifying before or representing anyone before the commission for 2 years, as determined by final PSC order.

Violations constitute agency action under chapter 120, allowing persons to petition for a hearing before the Division of Administrative Hearings within 30 days of the PSC order.
