Creates Florida Statute 817.358 to establish consumer protections for event ticket purchases at venues including auditoriums, theaters, stadiums, and arenas.

Requires original sellers of event tickets to hold all charges (admission price, taxes, surcharges, and service charges) until the event occurs and refund them upon request if the event is canceled.

Effective date is July 1, 2010, applying to events occurring on or after that date.

Exempts tickets marked "nonrefundable" on the face, professional sports events, amateur sports events sanctioned by the Amateur Athletic Union, motorsports events, events promoted exclusively by educational institutions, and NCAA postseason collegiate sporting events.
