Requires managed care plans providing behavioral health services to expend at least 80 percent of capitation payments on behavioral health services, with any underspending returned to the state.

Directs repayments from plans spending less than 80 percent to be deposited into the Medical Care Trust Fund and allocated to community behavioral health providers in proportion to their earnings from the plan making the repayment.

Allows community behavioral health agencies to use redistributed funds for any Medicaid-allowable behavioral health and case management services, with reimbursement on a fee-for-service basis.

Requires repayment calculations to be completed annually within 60 days after the managed care plan files its annual 80 percent spending report.

Makes various technical amendments to section 409.912, Florida Statutes, relating to Medicaid cost-effective purchasing and behavioral health care contracting; effective July 1, 2010.
