Prohibits Florida state legislators from voting on or participating in legislation that would personally benefit or harm them or their relatives (defined as parents, spouses, children, and in-laws).

Prohibits legislators from participating in legislation benefiting their employers, business associates, principals, boards they serve on, or parent corporations/subsidiaries of such entities.

Requires legislators to publicly disclose all conflicting interests to their legislative body or committee before the legislation is considered.

Mandates legislators file a written memorandum with the Senate Secretary or House Clerk within 15 days after voting, detailing the specific nature of their interests, to be recorded in the legislative journal.

Takes effect July 1, 2010, and creates an exception to general voting conflict provisions for state legislators under Florida Statutes section 112.31435.
