District school boards may designate elementary schools as transportation hubs to serve as official bus stops for middle and high school students traveling to their designated schools.

Revises hazardous walking conditions criteria to apply separately to kindergarten through grade 5 students (2-mile limit) and grades 6-12 students (3-mile limit).

Authorizes district school boards to allow private advertisements on school bus exteriors, with fees set by the board; up to 5 percent of fees may cover advertising agency costs and remainder must be used for transportation purposes.

Limits private advertisements to one individual or business entity per school bus, with design and placement standards to be prescribed by State Board of Education rule.

Changes student transportation funding eligibility to require students live 2 miles or more from an elementary school (K-5) or 3 miles or more from a middle or high school (6-12), effective July 1, 2010.
