Adds electronic textbooks to the definition of "adequate instructional materials" that district school boards must provide to students, alongside traditional hard-backed and soft-backed textbooks.

Requires district school boards to provide technology as needed for their educational programs as part of their duty to supply teaching accessories and aids.

Authorizes district school boards to use instructional materials funds to purchase electronic textbooks beginning in the 2012-2013 fiscal year.

Restricts district school boards from using instructional materials funds to purchase electronic or computer hardware unless it is provided solely to deliver instructional materials content in electronic format.

Takes effect July 1, 2010.
