Requires all massage therapists to possess and carry a valid Department of Health license card plus one of the following: state driver's license, U.S. passport, permanent resident card, or employment authorization document.

Mandates massage establishment operators maintain valid work authorization documents on premises for each non-citizen employee and present them to law enforcement upon request.

Prohibits anyone from offering or providing massage services for compensation without possessing the required license and identification documentation.

Makes it unlawful to knowingly use a massage establishment license for purposes of lewdness, assignation, or prostitution at any licensed location.

Establishes criminal penalties: second-degree misdemeanor for first violation, first-degree misdemeanor for second violation, and third-degree felony for third or subsequent violations.
