Classifies violation as a felony of the third degree, punishable under Florida Statutes sections 775.082, 775.083, or 775.084.

Allows law enforcement agencies to use or transmit such materials via internet or email for official duties or training purposes upon written request, while keeping the identity of deceased or injured persons confidential unless required by law.

Designates these photographs, images, and video recordings as confidential and exempt from public records laws under Florida Statutes sections 119.07(1) and Article I, Section 24(a) of the State Constitution.

Includes a constitutional safeguard stating the law does not restrict rights protected by the First Amendment to the U.S. Constitution or Article I, Section 4 of the Florida Constitution.
