Requires privately owned pain-management clinics to register with the Department of Health by January 4, 2010, unless licensed under chapter 395; prohibits physicians from practicing in unregistered clinics.

Denies registration to pain-management clinics owned directly or indirectly by persons convicted of any felony in Florida, another state, or the United States; allows revocation of previously issued certificates.

Mandates annual department inspection of registered clinics unless accredited by a nationally recognized agency; registration automatically expires after 2 years without renewal approval.

Requires applicants to submit detailed personal information including 7-year employment history, property ownership/lease documents, felony convictions, and fingerprints for criminal record checks submitted to state and federal authorities.

Directs the Board of Medicine and Board of Osteopathic Medicine to adopt rules establishing standards of practice for pain-management clinics covering facility operations, infection control, patient records, training requirements, and data collection.
