Drivers under 18 years old are prohibited from having any passengers under 18 during the first 6 months after licensure, unless accompanied by a licensed driver at least 21 years old

After the initial 6-month period and until turning 18, young drivers are limited to no more than three passengers under age 18

Siblings and children of the driver (by blood, affinity, or adoption) are exempt from the passenger restrictions

Violations are classified as noncriminal traffic infractions (moving violations) and can only be enforced as a secondary action when the driver is stopped for another suspected violation

The restrictions apply to anyone under 18 issued a driver's license on or after October 1, 2010, and do not apply to minors who have had their disability of nonage legally removed
