Proposes creation of Section 28 of Article I of the Florida State Constitution asserting state sovereignty under the Tenth Amendment over powers not delegated to the federal government.

Declares that Florida refuses to comply with federal mandates that exceed the constitutional powers delegated to the federal government and demands the federal government cease issuing such mandates.

Refuses to recognize or comply with compulsory federal legislation that conditions state compliance or specific state legislation on receipt of federal funding, and demands repeal of existing such legislation.

Requires submission of the proposed constitutional amendment to Florida voters at the next general election or at an earlier special election authorized by law.

Includes ballot language describing the amendment as asserting state sovereignty and declaring the right to refuse compliance with unconstitutional federal mandates.
