Prohibits electors from being challenged based on "elector caging documents" (nonforwardable documents sent by non-election officials that are returned as undelivered to a registered voter's address).

Prohibits electors from being challenged based on lists compiled from elector caging documents or voter ineligibility lists, unless the match includes a signature, photograph, or unique identifying number confirming the same individual.

Prevents non-election officials from submitting formal challenges to voter registration or voting eligibility based solely on immaterial errors or omissions in application or registration documents.

Becomes effective July 1, 2010.
