Expands the First Generation Matching Grant Program to include independent colleges and universities accredited by the Southern Association of Colleges and Schools Commission on Colleges, in addition to state universities.

Requires independent colleges and universities to raise $200,000 in matching funds before the Office of Student Financial Assistance may reserve a proportionate allocation of state funds for them.

Maintains dollar-for-dollar matching of private contributions to provide grant-based financial aid for undergraduate first-generation students demonstrating financial need.

Specifies that funds for independent colleges and universities shall begin allocation in fiscal year 2011-2012.

Effective date is July 1, 2010.
