Establishes the Florida Bright Futures Scholarship Program as an incentive for recipients to remain and work in Florida, effective with the 2011-2012 school year.

Requires scholarship recipients to repay awards unless they satisfy an employment obligation of 12 months for full-year awards or a prorated period for partial-year awards in Florida.

Allows the Department of Education to postpone employment obligations for students pursuing graduate degrees or entering military service, and permits additional repayment time if circumstances beyond the recipient's control cause default.

Students who fail to meet employment obligations must repay the total award amount plus 8 percent annual interest on a schedule determined by the Department of Education.

Requires applicants to declare their intention to work in Florida after program completion as a condition of receiving initial awards, and deposits all repaid funds into the Educational Enhancement Trust Fund for future awards.
