Creates s. 558.0035, F.S., eliminating tort liability for design professionals (architects, interior designers, landscape architects, engineers, and surveyors) for economic damages resulting from construction defects when performing under contract

Prohibits contracts from limiting a design professional's liability below the amount of professional liability insurance required by that contract

Preserves liability for claims involving personal injury, damage to property not covered by the contract, or situations where the design professional fails to maintain required insurance coverage

Amends existing licensing statutes (ss. 471.023, 472.021, 481.219, 481.319, F.S.) to conform with the new liability limitations for engineers, surveyors, architects, interior designers, and landscape architects

Applies only to contracts entered into or professional services performed on or after July 1, 2010
