Creates section 430.5025, Florida Statutes, requiring the Department of Elderly Affairs to develop and implement a public education program on memory impairment screening and early diagnosis of Alzheimer's disease

Authorizes the department to award grants to public and nonprofit entities that provide memory screening services and education, with preference given to applicants with demonstrated experience, established healthcare provider arrangements, and matching funds

Requires grant recipients to submit annual evaluations describing activities, effectiveness in promoting early detection, and other information required by the department

Allows the department to set aside up to 15 percent of appropriated grant funds for technical support to grantees and requires annual reporting to the Legislature on program activities and outcomes

Amends sections 400.1755, 400.6045, and 429.178 to allow employees and direct caregivers to transfer training certificates between assisted living facilities, nursing homes, home health agencies, adult day care centers, and hospice facilities without repeating training requirements
