Creates section 287.0575 to establish requirements for state agencies contracting for outsourced human services related to mental health, substance abuse, child welfare, and juvenile justice.

Requires state agencies to accept national accreditation from Joint Commission on Accreditation of Healthcare Organizations, Commission on Accreditation of Rehabilitation Facilities, and Council on Accreditation as substitute for state facility licensure and monitoring requirements.

Designates federal controlling state authorities as lead agencies to develop common monitoring protocols, coordinate monitoring activities across agencies, and establish master lists of core required documents for contract monitoring.

Requires state agencies to negotiate contract amendments offsetting material adverse financial impacts (increases of $10,000 or more annually) caused by new governmental mandates, and treats contractor refusal to negotiate as an agency action under the Administrative Procedure Act.

Mandates state agencies accept electronic submission of reports and invoices, provide cost analysis of new contract requirements to providers before implementation, and submit annual comprehensive lists of contract requirements to the Governor and Legislature by December 30.
