Amends the definition of "public utility" to include municipal electric utilities where less than 45 percent of total retail electric customers are located outside the municipality's corporate boundaries.

Municipalities or agencies qualifying as public utilities under this definition must be treated as public utilities for a minimum of 5 years.

Municipal electric utilities defined as public utilities are no longer exempt from Florida Public Service Commission regulatory provisions, except for specified sections (366.04, 366.05(7) and (8), 366.051, 366.055, 366.093, 366.095, 366.14, 366.80-366.85, and 366.91).

Grants the Florida Public Service Commission jurisdiction to enforce the act and authority to adopt implementing rules.

Effective upon becoming law.
