Public participation plans must identify affected parties, describe notification methods, explain how the proposal will be communicated, provide opportunities for public discussion, include an implementation schedule, and keep local government informed of participation efforts.

Target notification areas must include property owners within public hearing notice areas, homeowners and neighborhood association leaders within those areas, and anyone on the local government's interested parties list.

Applicants must submit a written report documenting public participation efforts, including meeting details, mailing information, number of participants, and a summary of concerns raised with explanations of how concerns were or were not addressed.

These public participation requirements are minimum criteria that must be incorporated into local government land development regulations and apply in addition to all other notice requirements under law.
