Creates the Fiscal Stability Trust Fund within the state courts system, administered by the Supreme Court, funded by 1 percent of the state budget from the General Revenue Fund annually.

Trust fund revenues support activities under section 25.382 and allocate funds to a judicial branch surplus or reserve fund monitored by the Legislature.

Protects the judicial branch from budget cuts during state fiscal deficits as a matter of public safety.

Allows fund balances to carry over at the end of each fiscal year rather than reverting to the General Revenue Fund.

Trust fund terminates on July 1, 2014, unless terminated sooner, and must be reviewed under section 215.3206 before its scheduled termination.
