Adds new definitions to unemployment compensation law including "alternative base period," "good cause" for leaving employment, and "member of the individual's immediate family" (spouse, parent, or minor child).

Allows workers to establish benefits using an alternative base period (last four completed calendar quarters) if they don't qualify using the standard base period, effective for benefit years beginning January 1, 2010 or later.

Prohibits denying benefits solely because an individual is available for only part-time work when the hours are comparable to hours worked during the majority of their base period.

Expands the definition of "good cause" for voluntarily quitting employment to include domestic violence, illness/disability of immediate family members, and relocating with a spouse due to employment changes.

Requires employers to provide wage information within 10 days when requested for alternative base period claims, and allows the Agency for Workforce Innovation to accept affidavits from claimants when wage information is unavailable.
