Prohibits the state from entering into, awarding, or renewing contracts or purchasing agreements with any business entity that does business directly or indirectly with Iran.

Prevents the state from receiving or soliciting proposals for commodities or contractual services from entities doing business with Iran.

Defines "business entity" broadly to include corporations, partnerships, limited liability companies, subsidiaries, affiliates, and self-employed individuals operating for profit.

Removes the prohibition if Congress or the President of the United States affirmatively declares through legislation, executive order, or written certification that the restriction interferes with U.S. foreign policy.

Directs the Department of State, in conjunction with five other state agencies, to develop a mechanism to identify entities doing business with Iran and enforce the act, effective October 1, 2010.
