Increases Diabetes Advisory Council membership from 25 to 26 members and adds the Florida Academy of Family Physicians as a required representative.

Prohibits school districts from restricting diabetic student enrollment or school assignment based on diabetes diagnosis, lack of full-time nurse, or absence of trained diabetes personnel.

Authorizes students with written authorization from parent and physician to carry diabetic supplies and manage their diabetes independently at school, school-sponsored activities, and during transit.

Requires State Board of Education to adopt rules in cooperation with Department of Health regarding diabetes management, safety protocols, and training of school personnel in diabetes care.

Provides indemnification to school districts, county health departments, public-private partners, and their employees/volunteers from liability related to authorized student use of diabetic supplies and equipment.
