Amends Florida law to provide exceptions to Department of Environmental Protection requirements for minimum casing depth in Class V injection wells located in Monroe County.

For facilities with design capacity less than 1,000,000 gallons per day, injection wells must be at least 90 feet deep and cased to a minimum depth of 60 feet.

For facilities with design capacity of 1,000,000 gallons per day or greater, injection wells must be cased to a minimum depth of 2,000 feet, except when used as backup wells.

Allows backup injection wells to meet reduced casing requirements (minimum 60 feet) when the primary well is out of service for equipment failure, power failure, or mechanical integrity testing or repair.

Backup wells are limited to 500 hours of use during any 5-year period unless specifically authorized in writing by the Department of Environmental Protection, and injected fluid must meet existing subsection requirements.
