Requires notice of nonpayment to be verified and include detailed information about labor, services, materials, amounts paid, amounts due, and supporting documentation such as contracts, invoices, and payment statements.

Establishes that furnishing a false or fraudulent notice of nonpayment deprives the claimant or lienor of rights under the bond.

Mandates that claimants and lienors cannot institute actions against contractors or sureties unless notices of nonpayment have been given in full compliance with statutory requirements.

Changes notice service timing to begin 45 days after labor, services, or materials are first furnished and end 90 days after they are finally furnished, with time periods measured from the last day of furnishing rather than certificate of occupancy or substantial completion dates.

Removes the statutory form for notice of nonpayment and permits notices to be served in the manner provided under existing lien law (s. 713.18).
