Eliminates requirements for state attorneys to report and document in writing why defendants who met criteria for mandatory minimum sentences did not receive those sentences in cases involving weapons possession and other specified offenses.

Repeals section 775.08401 concerning criteria for pursuing habitual felony and habitual violent felony offender charges, and repeals reporting requirements in section 775.087(5).

Requires court clerks to withhold funds from cash bonds posted by non-bail-bond-agents to cover unpaid costs of prosecution, in addition to existing court fees and costs.

Requires court clerks to separately record each assessment and payment of prosecution costs by case number and provide monthly reports to state attorneys' offices.

Deletes provisions placing burden on defendants to demonstrate their financial resources and needs in cost disputes, shifting burden solely to the state attorney to demonstrate costs incurred.
