Reorganizes child abuse and neglect statutes by consolidating definitions into a "Definitions" section that includes aggravated child abuse, child abuse, neglect of a child, maliciousness, and mental injury.

Adds constitutional protection exemption stating acts do not violate child abuse/neglect laws if protected by the First Amendment to the U.S. Constitution or Article I, Section 4 of the Florida Constitution.

Expands crime victim compensation definition to include psychiatric or psychological injury to persons under 18 years of age who were not physically injured, in addition to physical injury or death.

Updates cross-references throughout statutes (ss. 775.084, 775.0877, 782.07, 921.0022, and 948.062) to reflect reorganized section numbers for aggravated child abuse and child abuse offenses.

Takes effect July 1, 2010.
