Adds new requirements for contaminated site rehabilitation tax credit applications, including a January 31 annual deadline and requiring all work and payments to occur within the specific calendar year being claimed.

Modifies the expedited permitting process by transferring authority from the Office of Tourism, Trade, and Economic Development to the Secretary of Environmental Protection and lowering job creation thresholds from 100 to 50 jobs (or 50 to 25 jobs in designated areas).

Makes renewable energy projects, biofuel production facilities, and biodiesel processing facilities eligible for expedited permitting and comprehensive plan amendment review.

Revises appeal procedures for expedited permitting projects to require consolidation of local government comprehensive plan appeals with state agency challenges, and extends the deadline for final orders from 10 to 45 working days.

Updates the Department of Environmental Protection's annual reporting requirements to the Legislature to cover the status of brownfield site remediation and rehabilitation efforts as of August 1 each year.
