Urges Congress to eliminate the "DIC-SBP offset" that reduces Dependency and Indemnity Compensation (VA benefits) for military widows and widowers who also receive Survivor Benefit Plan payments (DoD benefits).

Notes that over 53,000 military widows and widowers currently lose benefits due to this offset, with some having their entire annuity eliminated.

Points out that federal civil servants who are veterans or military retirees do not face this same offset when enrolled in the Federal Civil Service survivor benefit plan and die of service-connected causes.

References a 2009 Federal Court of Appeals decision in Sharp v. United States that partially repealed the offset for those who remarried on or after December 16, 2003 and at or after age 57.

Requests copies of this memorial be sent to the President, Vice President, Speaker of the House, and all Florida members of Congress.
