Creates section 287.05705, F.S., requiring state agencies, counties, and municipalities to provide vendors with the option to submit competitive sealed bids through a uniform secure electronic Internet system.

Mandates that invitations to bid include notification to vendors about the electronic submission option and any special conditions or procedures for online submissions.

Directs the Department of Management Services to adopt rules establishing procedures and requirements for electronic submission, receipt, and processing of competitive sealed bids.

Exempts counties and municipalities without available high-speed Internet access from these requirements until such access becomes available.

Exempts counties and municipalities with populations under 25,000 from the electronic bidding requirements; effective July 1, 2010.
