Establishes that emergency health care providers acting pursuant to statutory obligations under sections 395.1041 or 401.45 are agents of the state for purposes of sovereign immunity protections.

Requires emergency health care providers to indemnify the state for judgments, settlement costs, and liabilities up to the liability limits in section 768.28(5).

Imposes penalties on licensed emergency health care providers who fail to indemnify the state, including emergency license suspension, withholding of state funds, and administrative fines up to $10,000.

Defines "emergency health care providers" and "emergency medical services" to include all screenings, examinations, evaluations, and medical treatment provided to relieve or eliminate emergency medical conditions.

Effective upon becoming law and applies to all causes of action accruing on or after the effective date.
