Mandates disclosure include a warning statement that passenger and light truck tires deteriorate with age and vehicle manufacturers recommend replacement after 6 years regardless of tread depth.

Requires purchaser to initial and date the disclosure, receive a copy, and dealer to retain the original for at least 3 years.

Classifies violations as deceptive and unfair trade practices with civil penalties up to $250 per violation; penalties collected deposited into the General Inspection Trust Fund.

Exempts private sales of used tires and tires on used vehicles from the disclosure requirements.
