Appropriates $1.8 million from the General Revenue Fund to compensate Wendy Smith and Dennis Darling, Sr., parents of Devaughn Darling, who died during football preseason training at Florida State University on February 21, 2001.

Combined with the $200,000 already paid by the Division of Risk Management under state law, the total settlement reaches the $2 million consent judgment agreed upon by the parents and Florida State University.

Directs the Chief Financial Officer to draw and pay a warrant for $1.8 million to the parents from state funds not otherwise appropriated.

Limits attorney's fees, lobbying fees, costs, and similar expenses to no more than 25 percent of the $1.8 million award.

Designates this payment as the sole compensation for all present and future claims arising from Devaughn Darling's death.
