Creates the City of Marion Oaks in Marion County as a new incorporated municipality with a council-manager form of government effective upon voter approval at the August 24, 2010 referendum election.

Establishes a city council composed of four members elected at-large (one per district) plus an elected mayor, with the first election held November 2, 2010, featuring staggered terms (mayor for 2 years; two council members for 4 years; two council members for 2 years).

Provides for a city manager appointed by supermajority council vote to serve as chief executive officer with powers to appoint and supervise city staff, prepare budgets, and implement council policies.

Includes provisions for citizen initiatives, referenda, and recall elections; a districting committee to adjust council districts every 10 years; and mandatory charter review within 3 years then every 8 years thereafter.

Authorizes the city to participate in state shared revenue programs, receive local option fuel tax revenues, and continue existing municipal taxes and services from Marion County with a projected population of 15,000 residents.
