Creates the Paradise Coast Fire Control and Rescue District as an independent special fire control and rescue district in Collier County, operational only after an existing fire district votes to merge and a referendum passes.

Authorizes the district to levy ad valorem taxes up to rates previously approved by referendum in merging districts, assess non-ad valorem assessments, issue bonds, charge impact fees, and exercise eminent domain powers.

Establishes a governing fire board composed initially of appointed representatives from merging districts (3 members each), transitioning to elected members from service delivery areas (SDAs) at the next general election.

Provides that employees of merging districts retain their rank, pay, benefits, accrued leave, seniority, and pension rights without loss upon merger, with existing pension trust funds continuing to operate.

Allows the Paradise Coast Fire Control and Rescue District to merge with the Panther Creek Fire Control and Rescue District to create the Southwest Florida Fire Control and Rescue District without further legislative action or voter approval, contingent on both districts adopting merger resolutions.
