Requires programs to operate 24 hours daily, emphasize personal responsibility, education, substance abuse treatment, and peer support, with voluntary participation regardless of inmate's faith orientation.

Eliminates the requirement that 80 percent of participating inmates be within 36 months of release and removes priority consideration for inmates with substance abuse histories.

Expands community linkages to include secular institutions in addition to faith-based organizations, and clarifies that state funds support rehabilitation and recidivism reduction rather than religious indoctrination.
