Defines "ordinary medical care" for juvenile justice facilities as routine medical procedures including inoculations, physical examinations, preventive services, and medication management, excluding procedures requiring hospitalization, surgery, general anesthesia, or separate court orders for psychotropic medications.

Requires the Department of Juvenile Justice to adopt rules ensuring effective delivery of health services including ordinary medical care, mental health services, substance abuse treatment, and services for youth with developmental disabilities.

Mandates the Department of Juvenile Justice coordinate its rulemaking with the Department of Children and Family Services and Agency for Persons with Disabilities to prevent jurisdictional overlap and include those entities in the rulemaking process.

Updates a cross-reference in section 985.721 from subsection (44) to subsection (45) regarding residential commitment facility definitions.

Effective date: July 1, 2010.
