Removes prohibition on local governments making electioneering communications about referendums and amendments, while maintaining ban on political advertisements concerning issues subject to voter approval.

Explicitly permits elected officials to express opinions on any issue at any time and allows local governments to adopt public notices, resolutions, ordinances, reports, and make contributions to nongovernmental entities not designated for political advertising.

Authorizes county boards of commissioners to negotiate leases of real property (other than airports or seaports) for terms up to 5 years without competitive bidding.

Allows transfer of road rights-of-way between local governments by deed in addition to the existing right-of-way map method for recording title transfers.

Takes effect July 1, 2010.
