Eliminates the annual reporting requirement for the Department of Juvenile Justice on assessment and treatment services for serious or habitual juvenile offenders, previously due to the Governor and legislative leaders by January 1 each year

Removes the annual reporting requirement for assessment and treatment services in intensive residential treatment programs for offenders under 13 years of age

Repeals the requirement for the Department of Juvenile Justice and Department of Education to jointly evaluate literacy programs for juvenile offenders and prepare annual progress reports

Repeals the authority of the Secretary of Juvenile Justice to designate Office of Inspector General personnel to enforce criminal laws and conduct investigations related to state-operated juvenile justice programs and facilities

Effective date of July 1, 2010
