Authorizes electors to attain status as a permanent absentee voter by allowing one request for an absentee ballot to cover all future elections instead of limiting it to the next two regularly scheduled general elections.

Allows electors to specify at the time of request that they desire to receive absentee ballots only for specific elections rather than all future elections.

Establishes that an absentee ballot request may be canceled when first-class mail sent by the supervisor is returned as undeliverable.

Establishes that an absentee ballot request may be canceled when the elector notifies the supervisor in person or in writing that they no longer wish to receive an absentee ballot.

Effective date: January 1, 2011.
