Establishes a Medicaid buy-in program for disabled individuals aged 16-64 who would otherwise qualify for Supplemental Security Income but have earnings exceeding standard limits.

Allows eligible individuals with countable earnings up to 250 percent of the federal poverty level and unearned income up to 88 percent of the federal poverty level to maintain Medicaid coverage.

Requires participants to pay a sliding-scale premium for Medicaid services once earned income exceeds 100 percent of the federal poverty level.

Increases asset exclusion limits to $12,000 for single individuals and $18,000 for couples, excludes retirement accounts and second vehicles for couples in addition to standard Supplemental Security Income exclusions.

Directs the Agency for Health Care Administration to seek amendments to Medicaid disability waivers to allow buy-in program participants to access waiver services if they meet level of care qualifications.
