Creates the Title Insurance Regulatory Trust Fund within the Department of Financial Services to receive all fees and charges collected from title insurers and title insurance agents under s. 637.2031

Directs trust fund moneys to be used solely for carrying out the department's title insurance regulatory responsibilities

Allows fund balances to remain in the trust fund at the end of each fiscal year rather than reverting to the general fund, making them available for trust fund purposes

Requires the trust fund to be reviewed under s. 215.3206 and terminates on July 1, 2014, unless terminated sooner

Takes effect October 1, 2010, contingent upon adoption and enactment of House Bill 853 or similar legislation in the same legislative session
